WITH reference to your letter of to-day's date, I am commanded by my Lords Commissioners of the Admiralty to transmit for the information of the Secretary of State for Foreign Affairs, a telegram dated the 23rd instant, from the Admiralty to the Commander-in-chief, China Station.
